The Secure Technology Value Solutions Team contains certified professionals who have worked in the field of corrections with a combined experience of over 100 years. This experience helps STVS facilitate timely and cost-effective integration, training, and service at each location. We understand the issues faced by correctional staff, law enforcement, and other security facilities. We provide solutions to help eliminate contraband from entering your facility.
J. Barry Johnson Jr (Barry)
President
As President, Barry Johnson leads Secure Technology Value Solutions and leverages more than 30 years of diverse corrections and law enforcement experience to help customers design, implement, and evaluate customized body and baggage screening programs.
A retired Deputy Secretary with the Pennsylvania Department of Corrections (PADOC), Barry held numerous roles within PADOC including superintendent of a maximum-security correctional facility. During this time, he developed and implement culture change initiatives at all 28 sate facilities. Following the success of this initiative, Barry was selected to implement culture change initiatives at multiple state agencies including the Department of Administration.
Recognized as a leading expert in the fields of risk management and security, Barry has presented at national conventions and symposiums on a variety of topics related to the correctional field. He has been hired to conduct culture change initiatives and trainings by numerous state departments of corrections. Barry was also on the faculty at Penn State University and Mount Aloysius College in Pennsylvania.
In 2017, Barry took over as the sales manager for Secure Technology Value Solutions in Law Enforcement and Corrections. After his promotion to Vice President in 2020 and President in 2022, Barry now leads Secure Technology Value Solutions.
James V. Turco III (Jamie)
Vice President
Leveraging more than 10 years of corrections, law enforcement, and security experience, James, or Jamie, spends the bulk of his time as Sales Manager for Secure Technology Value Solutions implementing contactless body scanning and training programs for customers throughout the US.
A graduate of Miami University of Ohio with a focus on criminal justice, before joining Secure Technology Value Solutions, James spent seven years as a Deputy Sherriff/Corrections Deputy for the Butler County Ohio Sheriff’s Office. During this time, he become the first operator of STVS body scanners in the US and developed the training protocols and best practices used today.
Bringing in-depth knowledge and experience to each customer, James has trained over 2,000 correctional and law enforcement professionals across the country.
At the end of 2022, James was promoted from National Sales Manager to Vice President. Jamie now spends the bulk of his time ensuring company growth, developing tools for customer success, and remains a becon for all staff and customers to rely on.

William “Wally” Richardson
National Operations Manager
Wally is a Project Manager for Secure Technology Value Solutions Inc. His responsibilities include the managing of Sales, Service, and Installation of Secure Technology Value Solutions Inc. products to its customers throughout the country.
A 9-year Air Force Veteran with military security service and a Desert Storm participant, Wally then was hired by the Pennsylvania Department of Corrections and after 24 years, he retired as a Captain/Shift Commander. During his 24 years, Wally performed duties such as Training Sgt, Training Lieutenant, Emergency Preparedness Lieutenant, Security Captain, and Regional Deputy Secretary Inspection Captain. He was also trained on Institutional Vulnerability Analysis procedures.
A few of Wally’s Secure Technology Value Solutions Inc.’s responsibilities are as follows: Managing and scheduling all STVS installations, assisting in the installation of those products/systems, and the service/warranty scheduling and tracking for Secure Technology Value Solutions Inc customers.
